U.S. Military Grants Itself the Authority to Deploy Troops in American Cities Without Presidential or Local Approval

[It’s a PDF, by the way || Here in HTM text]

SUMMARY: This rule implements DoD regulations and legislation concerning restriction on direct participation by DoD personnel. It provides specific policy direction and assigns responsibilities with respect to DoD support provided to Federal, State, and local civilian law enforcement agencies, including responses to civil disturbances.

The legal authority for this rule is 10 U.S.C. 375 (wherein the Secretary of Defense “shall not” permit the military from engaging in domestic affairs unless “otherwise authorized” by law.  Effective May 13th, 2013, the State Department of the United States of America announces its policy to prepare for “civil disturbances” in fear of the consequences of these events. What is a civil disturbance?

“Prejudicial to public law and order”

Wow that’s not that vague. So for further clarification the DoD offers this:

(1) Have an annual effect on the economy of $100 million or more or adversely affect in a material way the economy; a section of the economy; productivity; competition; jobs; the environment; public health or safety; or State, local, or Tribal governments or communities; (2) Create a serious inconsistency or otherwise interfere with an action taken or planned by another agency; (3) Materially alter the budgetary impact of entitlements, grants, user fees, or loan programs, or the rights and obligations of recipients thereof; or (4) Raise novel legal or policy issues arising out of legal mandates, the President’s priorities, or the principles set forth in these Executive Orders.

This is law now - this was published on the federal register. I’m still sifting around myself but the changes herein to Title 32 (National Defense) are pretty substantial; the U.S. military has officially been sanction for domestic police work.

This is important to see and understand for everyone. Please, if you see someone in a public restroom that you think might not belong there because they don’t look like you, don’t scream or yell at them, have some compassion and go about your business.

^^ 90% of trans* kids don’t feel safe at school, and one part of the problem is that they have no safe access to bathrooms.  kids have been expelled for using the “wrong” bathroom, others are bullied or beat up, trans adults are chased out by security, harassed, and humiliated.  something as simple as going to the bathroom becomes a daunting, scary, and even dangerous endeavor and its got to stop.  we all deserve privacy, dignity, and safety in the restroom.

On May 17, 18 & 19 hundreds of people including parents, students and teachers have taken to the streets in Chicago, US, to protest against local education authority’s plan to close public schools
May 19, 2013

The protest, organized by the Chicago Teachers Union (CTU), started on Saturday and is set to last until Monday evening.  This comes after the Chicago Central District released a list of 54 elementary and middle schools to be closed before the next school year. The Chicago Board of Education is planning to vote on the closures in the coming days.

City officials say the closures are needed in order to deal with a one-billion-dollar annual deficit. In March, thousands of activists, union leaders, teachers, parents, and students participated in a similar protest in the city.

The closures involve the highest number of schools to be closed down in a single year in any city in the United States. The plan will shift about 50,000 students to different schools, while threatening the careers of more than 1,000 teachers.  Over the past decade, at least 70 cities in the US have closed down public schools.

Capitalism’s austerity is diminishing our education infrastructure. I desperately hope to see an escalation of education activism in this country – from unsustainable student loan debt to busted teachers’ unions to mass school closures & the school-to-prison-pipeline. We need a movement to demand massive, drastic, radical reform to the way we address education in this country. I think it’s obvious that people’s frustration is growing.
